Loudoun Learners Program

Created through Exelaration Foundation in partnership with Loudoun County, Phase 1 of the Loudoun Learners Program connects six promising residents with a paid, full-time technology role for twenty months ending in fall 2026. Enrollees have built real skills in ServiceNow, software engineering, and cybersecurity, alongside Agile/Scrum practices and professional confidence — while earning industry certifications along the way. As they graduate, they are each accepting individual jobs in industry as full-fledged, experienced software engineers. Beyond launching individual careers, the program gives Loudoun County a vetted, homegrown pipeline of tech talent — reducing the county’s reliance on outside vendors over time.

Loudoun Learners Phase 2 will open for applications in 2027 and will train enrollees in a wide array of platforms, tools, and languages.
